The present invention is an occlusive or semi-occlusive barrier moisturizing lotion useful for treating pathologies of the skin. The lotion is composed of an oil-in-water emulsion that includes water, one or more emollients, at least one polyhydric alcohol, a barrier polymer, and a therapeutical agent, preferably a dermatological agent such as a steroid.
